WoE Changes

New Friday WoE added at 15:00 server time.
WoE member cap: Maximum of 14 members allowed inside the castle.
No registration required to participate.
Glorious and Babylon sets are now allowed.
Added a new @woetimer command:
- Can be used up to 3 minutes prior to WoE.
- Starts your WoE timer early — especially beneficial for defending guilds, as they must start inside the castle.
Entrance camping is no longer allowed during Weekend WoEs.

Cold Bolt has been re-added to the SinX Set.
Flying Galapago Hat now grants:
- Blitz Beat bonus
- AGI +1
Book of Youth can no longer be used in GvG, PvP, or Battleground maps.
Babylon Set restrictions have been overhauled:
- A fail-safe was added to address reports of restrictions not working properly.
Fixed Lightning Jolt level in the Plagiarism NPC.

Added a new NPC in the Battleground Room for name color customization.
For 200 badges, you can change your name color to a wide variety of options.
